Sumter County Patriot Hall ("Patriot Hall," "we," "us," or "our") respects the privacy of the individuals, families, patrons, students, educators, renters, event organizers, performers, vendors, volunteers, community partners, and other visitors who interact with Patriot Hall.

Patriot Hall is a facility and operation of Sumter County Government, South Carolina. Patriot Hall serves as a performing arts venue, cultural and community facility, meeting and rental venue, educational-programming location, ticketing venue, and public gathering place.

This Privacy Policy explains how Patriot Hall collects, uses, maintains, protects, retains, and discloses information obtained through:

our website, www.sumterpatriothall.com, and related Patriot Hall webpages (the "Site");
online accounts and member features;
ticket purchases and event registrations;
email newsletters and other electronic communications;
contact and inquiry forms;
facility rental applications and reservations;
educational and group programming;
third-party reservation and payment systems used by Patriot Hall or Sumter County;
Patriot Hall's guest Wi-Fi network;
communications with Patriot Hall personnel;
security systems within Patriot Hall;
photography and video activities conducted in connection with Patriot Hall events and programs; and
other digital or in-person services operated by or on behalf of Patriot Hall.

Because Patriot Hall is a governmental facility operated by Sumter County, some information received or maintained by Patriot Hall may constitute a public record under South Carolina law and may be subject to inspection, retention, disclosure, or other governmental records requirements.

1. Who We Are

Sumter County Patriot Hall is a public cultural and event facility operated as part of Sumter County Government.

Patriot Hall hosts and supports activities that may include: concerts; theatrical performances; performing arts events; community programs; educational workshops; school and student activities; youth programming; art exhibitions; meetings; conferences; receptions; weddings; private events; public events; facility rentals; workshops; film screenings; camps and group programs; cultural programs; and other community, governmental, entertainment, and educational uses.

This variety of activities means that the information Patriot Hall collects depends upon the particular service, event, transaction, or program with which a person interacts.

2. Scope of This Privacy Policy

This Privacy Policy applies to information Patriot Hall collects or receives through services that Patriot Hall or Sumter County operates or controls. It may also describe information collected on Patriot Hall's behalf by service providers such as website hosting companies, payment processors, analytics providers, email providers, advertising platforms, reservation systems, and other technology vendors.

This Policy does not control the independent practices of third parties that operate their own websites, ticketing systems, social-media services, applications, or businesses. When another organization independently collects information from you, its own privacy policy may also apply.

3. Information You Provide Directly to Patriot Hall

Patriot Hall may collect information that you voluntarily provide when communicating or transacting with us. Depending upon the interaction, this may include: first and last name; email address; telephone number; mailing address; billing address; organization, company, school, or group name; account information; event information; ticket selections; rental information; communication preferences; correspondence; questions; comments; requests; complaints; accessibility-related requests; documents submitted in connection with facility rentals; registration information; purchase history; event participation information; and other information you choose to provide.

We ask users not to submit unnecessary highly sensitive information through ordinary contact forms or email. Unless Patriot Hall or Sumter County specifically requests information through an authorized method, you should not submit:

Social Security numbers;
complete bank-account numbers;
complete payment-card numbers;
card security codes;
passwords;
government account passwords;
detailed medical records;
driver's-license numbers;
passport numbers; or
other highly sensitive identifying information.

4. Website Contact Forms

When you use a Patriot Hall contact or inquiry form, Patriot Hall may collect: your first name; your last name; your email address; your message; the time and date of the submission; information concerning the webpage or form used; technical information related to the submission; and any additional information you voluntarily include.

Information submitted through a Patriot Hall website form may become part of a governmental record. Users should therefore provide only the information reasonably necessary for their request.

5. Public-Record Notice at the Time of Collection

Because Patriot Hall is part of Sumter County Government, communications and information submitted to Patriot Hall may become records maintained in connection with public business. Information submitted through website forms, email, rental requests, applications, correspondence, or other means may therefore be subject to South Carolina public-record laws.

Patriot Hall does not promise or guarantee that information submitted to Patriot Hall will remain confidential in every circumstance. Certain records or information may be protected from disclosure or subject to redaction under applicable federal or South Carolina law.

6. Ticketing and Event-Purchase Information

Patriot Hall sells or facilitates the sale of tickets and registrations for events. When you purchase a ticket or register for an event, Patriot Hall and its service providers may collect or process information such as: name; email address; telephone number, if requested; billing information; event selected; event date and time; ticket type; quantity purchased; seat or admission information where applicable; order number; transaction identifier; date and time of purchase; amount paid; taxes or service fees; discount or promotional-code information; refund or cancellation information; payment status; ticket-delivery information; check-in or attendance information where applicable; and communications regarding the transaction.

Ticket records may be maintained for customer service, accounting, auditing, financial reconciliation, event operations, records retention, fraud prevention, and other legitimate governmental or operational purposes.

7. Payment Processing and Stripe

Patriot Hall uses Stripe as a payment processor for applicable online transactions. When you enter payment-card information, that information may be provided directly to Stripe or transmitted through technology integrated with Stripe.

Stripe may process information such as: payment-card number; expiration date; card security information; billing information; transaction amount; payment method; IP address; device information; fraud-prevention information; and other information necessary to authenticate and process a payment.

Patriot Hall does not intend to independently store complete payment-card numbers or card security codes when payment information is submitted directly to Stripe. Patriot Hall may receive and retain limited information concerning a completed payment, including: transaction identifier; payment status; amount paid; payment method type; limited card information such as brand and last four digits; refund status; and information required for accounting, reconciliation, customer service, dispute handling, and governmental recordkeeping.

Stripe's processing of information is also governed by Stripe's own privacy and security practices.

8. Website Platform and Wix

The Patriot Hall website is currently operated using the Wix website platform. Wix may provide or support functions including: website hosting; content delivery; website security; forms; user accounts; member features; event pages; ticketing; data storage; cookies; website analytics; session management; email features; and other website functionality.

Information entered into the Patriot Hall website may therefore be processed through Wix systems. Wix maintains its own privacy, security, and data-processing practices. Patriot Hall may replace, supplement, or change technology vendors in the future when operational needs require it.

9. Patriot Hall User Accounts and Member Features

Patriot Hall uses website login or member-account functionality. When you create or use an account, Patriot Hall and its website provider may process information including: name; email address; login identifier; account status; account preferences; communication preferences; event registrations; ticket purchases; transaction history; saved information; account activity; and other information associated with the account.

Authentication credentials may be stored and managed by the applicable website or identity service provider. Users are responsible for protecting their account credentials. You should not share your password with other individuals. If you believe your Patriot Hall account has been accessed without authorization, contact Patriot Hall Administration.

Closing or deleting an online account does not necessarily require Patriot Hall or Sumter County to delete records associated with transactions, governmental activities, financial records, ticket purchases, rentals, correspondence, or other records that must be retained under applicable law or governmental records-retention requirements.

10. Facility Rentals and Reservations

Patriot Hall rents spaces for public, private, nonprofit, commercial, educational, community, governmental, and other authorized uses. Rental information may be submitted through: the Patriot Hall website; Sumter County reservation systems; online reservation portals; electronic forms; downloadable applications; rental packets; email; telephone; postal mail; in-person submissions; or other systems designated by Patriot Hall or Sumter County.

Information collected for facility rentals may include: renter's name; organization's name; mailing address; email address; telephone number; event name; event description; event type; requested space; requested dates and times; anticipated attendance; event schedule; setup requirements; equipment requirements; technical requirements; catering information; insurance information; vendor information; billing information; payment information; responsible-party information; contractual information; security requirements; accessibility or logistical information; and other information necessary to evaluate and administer the rental.

Rental records may constitute public records and may be retained according to Sumter County and South Carolina governmental records-retention requirements.

11. Outside Renters, Promoters, Presenters, and Event Organizers

Many Patriot Hall events may involve outside renters, promoters, performers, producers, organizations, or presenters.

Patriot Hall does not provide individual patron information or its patron contact database to outside renters, promoters, artists, presenters, or event organizers for their independent marketing purposes. This includes individual patron information such as: email addresses; personal telephone numbers; individual mailing addresses; and patron contact lists.

Patriot Hall may provide event organizers with aggregated, statistical, financial, operational, or sales reports necessary to administer an event, such as: total tickets sold; gross ticket revenue; ticket categories; attendance; capacity information; refunds; settlement information; and other non-individualized event-performance information.

Patriot Hall may disclose information about a particular person when necessary to: fulfill that person's request; provide a purchased service; address an event-related issue; comply with law; respond to a valid legal process; protect health or safety; or otherwise perform an authorized governmental function.

12. Educational, School, Field-Trip, and Youth Programs

Patriot Hall supports educational programs, workshops, field trips, camps, youth performances, screenings, and other group activities. For school and organized youth programs, Patriot Hall generally conducts registration and coordination through an authorized teacher, school representative, program coordinator, camp representative, group leader, or other responsible adult.

Patriot Hall does not ordinarily require individual students to establish direct accounts or independently submit personal information to Patriot Hall for group participation.

Information collected from a school or group coordinator may include: coordinator name; school or organization; business contact information; program requested; number of participants; participant age or grade range; requested date and time; accessibility or logistical requirements; payment or billing information; and other information reasonably necessary to organize the program.

13. Children's Privacy

Patriot Hall serves children, teenagers, families, schools, camps, and youth organizations, but the general Patriot Hall website is not intended to solicit unnecessary personal information directly from young children.

Patriot Hall does not knowingly use its general website to collect unnecessary personal information directly from children under 13 without appropriate authorization. Parents, guardians, teachers, and authorized group representatives should provide information on behalf of children when required for a Patriot Hall program.

If Patriot Hall becomes aware that unnecessary personal information was submitted directly by a child without appropriate authorization, Patriot Hall may take reasonable steps to address the information consistent with applicable law and governmental records-retention requirements.

14. Email Newsletters and Marketing Databases

Patriot Hall maintains or plans to maintain an email and patron-communications database for individuals who wish to receive information about: upcoming events; ticket sales; Patriot Hall programming; educational opportunities; community events; venue announcements; rental opportunities; schedule changes; newsletters; promotions; and other Patriot Hall news.

Information maintained for these purposes may include: name; email address; subscription status; communication preferences; interaction information; event interests; ticket-purchase relationship; and other information reasonably associated with Patriot Hall communications.

Patriot Hall may use a third-party email or marketing service to deliver communications. Recipients of promotional email may unsubscribe using the unsubscribe mechanism included in the communication or by contacting Patriot Hall.

An unsubscribe request applies to optional promotional communications only. It does not prevent Patriot Hall from sending operational messages concerning an existing ticket order, event cancellation, schedule change, payment, refund, rental, account security, requested customer service, public safety, or another existing transaction or service.

15. Text Messages and Other Electronic Messaging

Patriot Hall may offer text-message, mobile-message, or similar communication services for purposes such as: event reminders; ticket information; event changes; cancellations; emergency notices; promotional announcements; subscriber communications; and other Patriot Hall information.

Where consent is required for optional promotional messaging, Patriot Hall will obtain the required authorization before sending such messages. Enrollment in optional promotional text messaging will not be required as a condition of purchasing ordinary Patriot Hall tickets unless expressly permitted and disclosed.

When an SMS program is offered, appropriate opt-out instructions will be provided, such as replying STOP. Message and data rates imposed by a user's mobile carrier may apply.

16. Service and Transactional Communications

Patriot Hall may contact you without treating the communication as promotional when necessary to administer a service or transaction, such as: order confirmations; electronic tickets; receipts; event instructions; schedule changes; postponements; cancellations; refund information; account-security information; rental correspondence; payment notices; customer-service responses; safety information; and other communications necessary to fulfill a request or administer a relationship.

17. Information Collected Automatically from the Website

When you visit the Site, Patriot Hall and its technology providers may automatically receive information relating to your device and use of the Site, including: Internet Protocol address; browser type; browser version; operating system; device type; device identifiers; referring website; pages viewed; links selected; date and time of access; approximate geographic information derived from an IP address; website-session information; cookie identifiers; advertising identifiers; website interactions; error information; performance information; and other technical information.

This information may be used for website administration, cybersecurity, fraud prevention, analytics, troubleshooting, advertising measurement, and improving Patriot Hall's services.

18. Cookies and Similar Technologies

The Site uses cookies and similar technologies, which may be operated by Patriot Hall or its service providers. Cookies may be used for: website operation; security; authentication; member-account functionality; ticketing; session management; remembering preferences; analytics; measuring website performance; determining how visitors use the Site; advertising measurement; promotion of Patriot Hall events; and other website functions.

Cookies may be categorized as essential, functional, analytics, or advertising technologies.

19. Essential Cookies

Some cookies and technologies are necessary for the Site to function, supporting: website security; fraud prevention; authentication; account login; ticketing; forms; transaction processing; website routing; load balancing; consent preferences; and other essential functions.

Certain essential technologies cannot be disabled without affecting website functionality.

20. Google Analytics and Google Technologies

Patriot Hall uses Google Analytics and may use related Google advertising or measurement services. Google technologies may collect information such as: IP address; device information; browser information; cookie identifiers; pages visited; interactions with website content; approximate location; referral information; and other online activity information.

Patriot Hall uses analytics information to better understand website traffic, visitor interests, event-page performance, marketing effectiveness, how visitors navigate the website, and how Patriot Hall's digital services can be improved.

Google's handling of information is also governed by Google's own privacy policies and technology settings.

21. Meta, Facebook, and Instagram Technologies

Patriot Hall maintains a digital presence on services operated by Meta, including Facebook and Instagram, and uses or may use Meta advertising, analytics, audience, or measurement technologies in connection with its website and digital promotions. These technologies may process information including: cookie identifiers; device identifiers; IP addresses; browser information; website visits; event-page interactions; advertising interactions; and other online activity information.

Patriot Hall may use this information to: measure advertising effectiveness; promote upcoming Patriot Hall events; understand audience engagement; improve digital outreach; measure campaign performance; and communicate information about Patriot Hall programs and services.

Meta independently determines some aspects of how information is processed on its platforms. Users should review Meta's privacy policy and account settings for information concerning Meta's independent processing practices.

22. Other Advertising and Analytics Services

Patriot Hall may use additional advertising, analytics, social-media, or digital-marketing technologies from time to time. When reasonably practical, Patriot Hall will configure non-essential technologies consistent with available privacy and consent controls. Patriot Hall may change analytics or advertising vendors without materially changing the purposes described in this Policy.

23. Cookie and Advertising Choices

Where available, visitors may manage non-essential website technologies through Patriot Hall's cookie-consent or privacy-preference controls. Users may also control cookies through browser settings; disabling cookies may affect certain website functions.

Users may also have additional privacy or advertising controls through Google, Meta, their browser, their mobile operating system, or other technology providers. Clearing cookies may cause previously stored privacy preferences to be reset.

24. Patriot Hall Does Not Sell Personal Information

Patriot Hall does not sell personal information. Patriot Hall does not: sell its patron database; rent patron contact lists; sell ticket-buyer email addresses; sell patron telephone numbers; or provide individual patron contact information to outside event promoters for their independent marketing.

Patriot Hall may allow service providers described in this Policy to process information where necessary to provide website, analytics, advertising, payment, communications, security, or other services to Patriot Hall. Patriot Hall may also disclose information when required by law or governmental records obligations.

25. Social Media

Patriot Hall may operate accounts or pages on platforms such as Facebook, Instagram, YouTube, and other social-media services.

When you interact with Patriot Hall through a social-media platform, both Patriot Hall and the platform may receive information about the interaction. Public comments, photographs, tags, mentions, and other content posted on social media may be visible to other users.

The social-media platform's independent collection and processing of information is controlled by that platform's privacy policies. Users should not use public social-media posts to communicate highly sensitive personal information to Patriot Hall.

26. Photography, Video, and Media Recording

Patriot Hall regularly photographs or records performances, programs, activities, audiences, and events for purposes that may include: public information; marketing; social media; historical documentation; archival purposes; news; community outreach; event promotion; reporting; and documentation of Patriot Hall programs.

Individuals attending public Patriot Hall events may incidentally appear in photographs or video recordings. Patriot Hall posts, or intends to post, signage at the venue notifying visitors that photography or recording may occur.

Photography and filming may also occur during youth and student events unless Patriot Hall, the school, program organizer, or event information specifically states otherwise. Where a school, youth organization, event organizer, or applicable law requires specific permissions, releases, or restrictions, Patriot Hall may coordinate those requirements through the appropriate adult coordinator or organization. Patriot Hall will not require individual students participating through a school or organized group to independently provide their information merely for general group coordination.

Questions concerning the use of a specific photograph or video may be directed to Patriot Hall Administration. Governmental records-retention, archival, news, contractual, or other lawful requirements may affect whether particular media can be removed after publication or creation.

27. Security Cameras and Video Surveillance

Security cameras are used inside Patriot Hall and may record individuals who enter or move through monitored portions of the facility. Video surveillance is used for legitimate purposes that may include: protecting visitors; protecting employees; protecting County property; public safety; security; preventing or investigating theft; investigating accidents; responding to incidents; enforcing facility rules; assisting law enforcement when appropriate; and other legitimate security or governmental purposes.

Access to security recordings is limited according to operational need and applicable Sumter County policies. Recordings may be disclosed when reasonably necessary to: law enforcement; emergency personnel; insurers; legal representatives; courts; government officials; investigators; or other authorized parties.

Security footage is retained according to applicable Sumter County practices, South Carolina records-retention schedules, incident requirements, investigations, litigation holds, and legal obligations. Recordings connected to an incident, investigation, claim, litigation matter, or other legal requirement may be retained longer than ordinary surveillance recordings.

Security recordings maintained by a public body may be subject to public-record laws, while particular recordings or portions of recordings may be exempt from disclosure or subject to redaction as provided by law.

28. Guest Wi-Fi and Government Network Monitoring

Patriot Hall offers guest Wi-Fi or internet connectivity that is operated or monitored through Sumter County Government technology systems. When a device connects to a government-managed network, technical systems may automatically create network and security logs, which may include: connection date and time; network address; Internet Protocol address; device or hardware identifiers; access-point information; session duration; network-security events; authentication information where applicable; traffic metadata; and information necessary to administer, secure, troubleshoot, and protect the network.

Network information may be used for: cybersecurity; network management; misuse prevention; troubleshooting; system performance; incident investigation; legal compliance; and protection of County systems.

Users should not assume that a public guest Wi-Fi network provides the same level of privacy or security as a private network under their control. Users should avoid transmitting unnecessary sensitive information through unsecured applications or websites while connected to public Wi-Fi.

Government network logs may be retained according to applicable information-technology policies and governmental records-retention requirements.

29. Accessibility Requests

Patriot Hall is committed to accessibility and may receive requests for accessible seating, mobility assistance, communication assistance, or other accommodations. Patriot Hall does not currently require users to submit medical or disability information through a dedicated website accommodation form.

Individuals seeking assistance should provide only enough information to allow Patriot Hall to understand and address the requested accommodation. Detailed medical records generally should not be sent through ordinary email or general website forms.

30. How Patriot Hall Uses Personal Information

Patriot Hall may use information for legitimate governmental and operational purposes, including to: operate Patriot Hall; operate the Site; create and maintain user accounts; process ticket purchases; issue tickets; process payments; process refunds; administer events; manage facility reservations; manage rental contracts; communicate with renters; administer educational programs; coordinate school and group visits; respond to questions; provide customer service; maintain patron relationships; distribute newsletters; promote Patriot Hall programs; measure advertising; analyze website usage; improve website performance; improve community outreach; maintain cybersecurity; prevent fraud; maintain public safety; operate County networks; investigate incidents; administer financial records; conduct accounting; perform audits; comply with contracts; comply with governmental records requirements; respond to lawful requests; comply with court orders; protect County property; protect users and employees; maintain records; perform administrative functions; and fulfill other legitimate functions of Patriot Hall and Sumter County Government.

31. How Information May Be Disclosed

Patriot Hall may disclose information to authorized parties when reasonably necessary for the purposes described in this Policy, including:

Sumter County Government — Information may be accessed or shared with authorized Sumter County offices, departments, employees, officials, contractors, or representatives for legitimate governmental purposes.
Website and Technology Providers — Information may be processed through providers such as Wix and other companies supporting Patriot Hall's website, technology, hosting, security, and digital systems.
Stripe — Payment and transaction information may be processed through Stripe.
Analytics and Advertising Providers — Online identifiers and website activity may be processed by Google, Meta, and other analytics or advertising providers used by Patriot Hall.
Email and Communications Providers — Contact information may be processed by vendors assisting Patriot Hall with newsletters, email, messaging, or other communications.
County Reservation Systems — Rental information may be processed through Sumter County or third-party systems used to administer reservations.
Professional and Operational Providers — Information may be provided to authorized accountants, auditors, insurers, attorneys, information-technology providers, security providers, or similar parties where necessary.
Law Enforcement and Emergency Personnel — Information may be provided where reasonably necessary for public safety, incident response, investigation, or legal compliance.
Courts and Government Authorities — Information may be disclosed in response to subpoenas, court orders, lawful governmental requests, public-record requirements, or other legal obligations.

32. Public Records and the South Carolina Freedom of Information Act

Patriot Hall is part of Sumter County Government. South Carolina's Freedom of Information Act, S.C. Code Ann. § 30-4-10 et seq., applies to public bodies, including counties. A public record generally may include qualifying documentary materials prepared, owned, used, possessed, or retained by a public body. As a result, records maintained by Patriot Hall may be subject to inspection or disclosure unless an exemption, privilege, confidentiality requirement, or other legal protection applies.

Potential Patriot Hall public records may include: correspondence; rental applications; contracts; governmental emails; financial records; transaction records; reports; applications; administrative records; website submissions; and other materials associated with public business.

Not every item of information is necessarily publicly disclosable. Applicable law may authorize or require withholding or redaction of certain information. Nothing in this Privacy Policy:

guarantees confidentiality where disclosure is required by law;
expands the public's right to obtain information beyond applicable law;
waives an exemption or privilege available to Patriot Hall or Sumter County; or
limits any legal protection applicable to personal, confidential, security-related, financial, or otherwise protected information.

33. Commercial Use of Government Records

South Carolina law restricts the obtaining or use of personal information from state agencies, local governments, and other political subdivisions for commercial solicitation. Patriot Hall and Sumter County may provide notices or take other measures required by law when responding to requests for governmental records.

34. Public-Record Requests

Privacy questions concerning Patriot Hall should be directed to Patriot Hall Administration using the contact information in Section 49. Formal requests for public records under the South Carolina Freedom of Information Act are governmental records requests and are distinct from ordinary privacy questions; these should be directed to the appropriate Sumter County office or records custodian (Section 50).

Sumter County may designate a particular department, records custodian, or other official to respond to a particular request based upon the records involved.

35. Records Retention

Patriot Hall does not maintain a universal deletion period for all information. Records are retained according to factors including: South Carolina Department of Archives and History records-retention schedules; Sumter County records-management requirements; County policies; financial requirements; accounting requirements; audit requirements; transaction needs; contractual obligations; public-record requirements; administrative needs; historical or archival value; security requirements; litigation holds; investigations; claims; applicable statutes of limitation; and other legal requirements.

The South Carolina Department of Archives and History maintains general records-retention schedules for County records. Where a record is subject to an applicable retention schedule, Patriot Hall and Sumter County may be required to maintain the record for the prescribed period. Accordingly, Patriot Hall may be legally unable to immediately delete a record when requested by an individual.

When records containing personal identifying information are lawfully disposed of, Patriot Hall and Sumter County will follow applicable governmental records-disposition and information-security procedures.

36. Information Security

Patriot Hall and Sumter County use administrative, technical, organizational, and physical measures intended to protect information against unauthorized access, unauthorized disclosure, loss, misuse, alteration, destruction, fraud, and security threats.

Security practices may include, as applicable: account authentication; role-based access; secure website connections; payment-service security; vendor security controls; government network protections; firewalls; logging; monitoring; access restrictions; data backups; security updates; incident-response procedures; and physical security.

No internet service, electronic system, Wi-Fi network, website, or data-storage system can be guaranteed to be completely secure. Users should use reasonable caution when transmitting information electronically.

37. Security Incidents

If Patriot Hall or Sumter County becomes aware of a security incident involving information under its control, the matter may be investigated by appropriate County personnel and service providers. Patriot Hall and Sumter County will take actions required or appropriate under applicable law, County policy, contractual obligations, cybersecurity procedures, and incident-response practices. Where legally required, affected individuals or appropriate governmental authorities will be notified.

38. Third-Party Websites

The Site may link to websites operated by other organizations, such as: Sumter County websites; reservation systems; artist websites; renter websites; social-media services; mapping services; payment services; event organizations; partner organizations; educational organizations; and other external resources.
